  Is there an observed trend or documented increase in criminal incidents within university-managed parking structures during summer academic breaks? Furthermore, what security measures, access control protocols, and preventative strategies are higher education institutions commonly employing to mitigate such risks and enhance safety in these facilities during these periods?
