    I am seeking some input on how other Colleges/Universities in Tennessee are changing their parking enforcement to accommodate the new towing/booting laws.? For comparison, we are private security.

    We require all students and faculty to register their vehicles.? After a two week grace period we will cite for “failure to register.”? 2 failure to register citations = a wheel restraint.? Once the owner contacts us, we acquire their student/employee information and can then associate the vehicle to its proper owner.? Without the wheel restraint, what’s to keep the vehicle owner from avoiding a parking permit altogether?? If we don’t know the owner, then the fines belong to an “unknown” and there is no accountability.

    Our attorney is recommending we cease using wheel restraints unless it is a “self releasing wheel restraint.”? These self releasing wheel restraints involve a 3rd party, at least that is what I am seeing so far.

    Anything you can share would be greatly appreciated.
