Officer Safety Concern with ASP Handcuffs
Members,
One of our Arkansas municipal agencies has asked that I share with our membership a very disturbing incident with a suspect being able to free himself from handcuffs. Read the below message from the chief.
______________________________________________________________
We had an incident last week where an arrestee was handcuffed and placed into the back of one of our units. Once he was transported to the detention center, it was discovered that he was able to free one of his hands from the cuffs during transport.?
After watching the transport video, we were able to confirm that the handcuffs were double locked; however, the suspect was able to quickly defeat the handcuffs by what looked like some type of torque action he did to free one of his hands which he allowed him to retrieve hidden drugs in his shoe and ingest it. When discovered at the jail, the handcuff?was open and still in the double locked position.
It was concerning how quickly the suspect was able to defeat the handcuffs. We were just lucky that this incident did not result in some type of violence. For informational purposes, the suspect was arrested for felony shoplifting.
The handcuffs in question were an ASP brand. We reached out to a representative of ASP who said we could send them back for inspection if we pay the shipping which we found unacceptable considering the potential officer safety concerns we witnessed with the handcuffs.
We immediately banned the use of ASP handcuffs in our department, and we alerted our local law enforcement agencies about what had happened. We thought that this information should be shared among our membership.
This occurred in Russellville Arkansas. If your have had any issues with the ASP handcuffs in this manner or if anyone has any questions concerning this incident, they can reach out to Assistant Chief Eric Ezell at the Russellville Police Department at 479-968-3232, email:?eezell@rsvlar.org
