The prevalent sentiment at Queens is such that even moving to security wearing vests was met with high level of discomfort and during a recent 8 week strike there was a great deal of “push back” against the use of video surveillance during a strike (we utilized an external contractor equiped with BWC). The BWC proved to be very beneficial in quickly closing off complaints so I hope that in the near future we could use the strike experience to bolster a business case for BWCs

we have deployed BWC following a pilot project. ?The primary reasons was for transparency as well as gathering evidence during interventions. ?We developed an SOP and online training that our agents must complete. ?We also wanted to leverage the live streaming option to provide situational awareness during interventions and demonstrations. ?Our agents are contract security.

Since the recent deployment of BWC in the Guelph Police Service, I have been asked by UofG executives to look into the acquisition of cameras.
I am in the middle of a key-campus-stakeholder consultation phase where I’m basically interviewing identified employees at various levels about their perceptions and thoughts. They are each provided a list of 12 pros/cons and so far, the opinions are split.
If BWC are adopted, I anticipate they will be deployed after May 2026 – and I will be asking the UofG tech folks to contact those of you who have already deployed.
The policy guideline doc created by OACP seems straight forward and I’m planning on using this as a template for our new policy.

Brock University Campus Safety Services is not currently considering BWC, in April 2025, the Niagara Regional Police did implement BWC after consultation with the community and presentation to the police services board.?

- What is the current status of body-worn cameras (BWCs) on your campus?
- Fanshawe introduced a body-worn program in 2023, utilizing Axis body cameras. It was well received by the college community and the S/Cst’s who used them. ?In late 2024, when our sponsoring service introduced a body-worn program using Axon, we were directed to cease our program, citing data storage and retention, case management, and disclosure uncertainties. We are still navigating the uncharted waters of the Community Safety and Policing Act, combined with a new MOU and SOP with our sponsoring service. Once we have a clearer picture of what case management would like and can forecast storage and retention, I am hopeful to bring it back; however, some logistical obstacles need to be overcome. Currently, our program is on ice, and the body cams are on the shelf.

- The reason for the implementation was simple. There are numerous reports from inquests along with supporting academic papers in which body cameras have been referenced as a means to build on the existing wavering levels of public trust, hold the officers accountable for their actions and serve as a means to collect evidence. In order to be proactive, one must stop and listen to the people whom they work to protect. The BWC was brought in as an additional tool which provided a benefit to the college community and the S/Cst’s who wore them.
As a bonus, once the program is implemented, users will notice the body-worn tend to de-escalate things, and the public receives them well. During the short time we used the cameras, we did not have any subjects oppose the use of body-worn cameras during an interaction.?

- We are in evaluation stage, we are looking within 2-3 years to have a pilot if budget permits

It has been an executive request to evaluate this equipment. We are in a multi year process at professionalising the department and has significant investment in the past few years in upgrading all the equipment in the department as well as providing more resources on the field. It is sought for community interaction, community trust, accountability, investigation and training purposes. But budget will be a big factor for us going forward, same with privacy concerns in regards to Quebec Privacy Laws.?

- We will start with our in-house supervision staff when they are on events or intervention, then pushed down on contracted security.?
